A Message from the
National Character Development Officer

Lt. Col. Shirley Rodriguez

Think of a piece of taffy and what happens when you keep pulling on it and stretching it to its’ limits; it eventually breaks. Many of our Chaplain Corps members who are assigned at the Wing/Region level have multiple duty positions outside the Chaplain Corps. For some of our members, having too many jobs has caused their focus to shift from serving the needs of our Cadets, Adult Members and the Chaplain Corps. Some have put their priority on what Wing/Region Commanders are expecting of them and their needs, sadly leaving nothing left of themselves to serve the needs of the Chaplain Corps, its missions, tasks, training events, cadet special activities and providing ministry of presence to all Civil Air Patrol members. Unfortunately, this approach to volunteering in CAP has led far too often to burn-out, key tasks not being accomplished in a timely manner or not being done at all, especially key cadet training activities not being adequately covered. This approach to volunteer service has left many of our Corps members being overworked and feeling overwhelmed. This has caused some of our members to leave the Chaplain Corps to work in other areas within CAP that are less demanding.

We want all our Chaplain Corps members to excel both personally and professionally and to take your Chaplain Corps careers as far as you wish to go within the Civil Air Patrol. With that said, If you have read CAPR 80-1 and CAPP 40-80, you already know you could volunteer all your free time to the Chaplain Corps and still not have time enough to be actively involved in all the missions, cadet special activities. training events, our mentoring program, providing ministry and comfort care. You would still not get it all done.

For those Chaplain Corps members working at the Wing/Region level, I would ask you to do an honest, self-assessment of your volunteer service. Ask yourself, are all the Chaplain Corps members under my guidance and direction being served to the fullest of my capabilities? Or are they left to fend for themselves because of my inability to function at 100%? You cannot be assigned three, four or five duty positions at the Wing/Region level and expect to serve the Chaplain Corps and its’ members under your direction with excellence. It’s humanly impossible, keeping in mind, the more you start deducting from 100%, the less amount remains.

Please don’t misunderstand where your Chief of Chaplains office is coming from. We want you to volunteer to serve; however, we want you to be mindful that your first priority should be the needs of the Chaplain Corps. We are the service providers to the rest of CAP. We are the ones our Commanders call when they are in a time of need.

As a member of the Chief of Chaplains staff, we want to see all areas within the Chaplain Corps covered and served with engaging, results-driven, committed members. I believe we have the best Corps in Civil Air Patrol. The only way we can get others to believe in that concept to is to show our CAP members who we are through our actions and our Servant Hearts.

God Bless you for all you do and for your continued assistance and support.

The Chaplain Corps Activity Reporting System (CAPCCARS) is being reinstated

Civil Air Patrol Regulation 80-1 has been updated.  The regulation reinstated The Chaplain Corps Activity Reporting System (CAPCCARS).

Per Section 9.1. Each member of the Chaplain Corps is required to maintain an ongoing activity/statistical report using the online CAP Chaplain Corps Activity Reporting System (CAPCCARS) in eServices. Chaplain Corps members are encouraged to make entries immediately after an activity. Members will report all Chaplain and CDI CAP activities to National CDI. Chaplains and CDIs must have December activities entered by 5 January.

CAPCCARS is part of eServices and can be found by clicking Menu in the upper right hand corner. Then click on Chaplain and then Chaplain Corps Reports.

    Image description

The process of entering information is being streamlined. You only need to enter the activities you do as a Chaplain or CDI. Examples include: teaching a Character Development lesson, serving at an activity, attending a conference or meeting, or participating Chaplain or CDI training event or class.

The image below shows the entry that appears once you click on Character Development Facilitation.  If you are serving more then one unit choose the correct unit in the drop down.  The date field is the actual date you did the lesson.  The next field is usually marked as a "1" because teaching the lesson is one activity.  The next field is for time you spent teaching and preparing for the activity.  Please round to the whole number. The miles you traveled to the meeting is in the next field.  If you purchased any supplies put the amount you spent in the next field.  The last field is a description of the lesson you taught.

    Image description

Remember there are many other activities that you can enter but per CAPR 80-1 you only need to enter those activities you do as a CDI or Chaplain.  If you have questions please email [email protected].

    United States Air Force

Chaplain Lt. Col. William Adam provides the main Chaplain Briefing to all Airmen (officer & enlisted) that are new to being stationed/assigned to McChord AFB.

Giving the invocation to the 627th Security Police Squadron for their BBQ and grand opening of their new bar/fellowship center.

Chaplain Adam says "I am being assigned in the role of a regular staff chaplain for the USAF chaplain corps at McChord Field/JBLM. It is a wonderful blessing to be asked to take on this role. But what tugs on my heartstrings is when the different commanders and their squadrons call me "Their Chaplain"".

    Wing Chaplains in the News

At the Oregon Wing Pacific Region Conference, Chaplain Lt. Col. Andre Martin became the new Oregon Wing Chaplain. The ceremony of placing the Civil Air Patrol stole indicates the acceptance of Wing Chaplain responsibility by Chaplain Martin. The ritual speaks meaning to everyone involved in the ceremony. Like a change of command it is a public affirmation of the transfer of responsibility and leadership. Adding to the ceremony, was the privileg of having Major General Mark E. Smith, former CAP National Commander present, who placed the stole on Chaplain Martin.

Can you provide support to another unit?

Yes!  Supporting other units that don't have a CDI or Chaplain is a great way to embody the core value of Volunteer Service.
