SHR Update - June 2026

Welcome

The first quarter of 2026 has continued to highlight the ongoing pressures facing social landlords and their tenants.

We will continue to take account of the big challenges facing tenants and social landlords, including cost inflation, rent affordability, and the acute problems around homelessness. This year we will have a strong regulatory focus on the quality and safety of homes that social landlords provide to tenants and their families. We will work with all our stakeholders to support the delivery of good quality social housing outcomes and shared objectives across the sector.

We are also reviewing how we work and our Strategy. This will help us to protect the interests of tenants and service users, while being mindful of resources and contributing to the Scottish Government’s Public Service Reform agenda. We will involve stakeholders as we develop this work.

We will continue to work directly with tenants to ensure our work reflects what matters most to them.

We also welcome the newly elected Scottish Parliament and look forward to engaging with MSPs. We will continue to keep MSPs informed of our work and key issues facing the sector, including through future editions of our SHR Update.

We look forward to continuing to work with social landlords, tenants and service users and all of our stakeholders in the coming months.

Our work plans for 2026-2027

We recently published our work plans for 2026-2027.

We will focus on delivering our statutory regulatory functions, listening to tenants, service users and other stakeholders as well as being an effective public body. This year, we are also reviewing how we work to reflect our budget allocation and we will prepare a new Strategy for implementation in 2028.

Our engagement with social landlords

In April, we published the outcome of our annual risk assessment of social landlords and an engagement plan for each social landlord.

For each RSL, the plans describe why we’re engaging with each social landlord, what it needs to do, and the information it needs to send us.

They also include a regulatory status which describes whether the RSL complies with the Regulatory Standards. In April, 134 RSLs were compliant and two were working towards compliance. There are now three who are non compliant.

In our engagement with social landlords, we will continue to focus on the key strategic areas affecting the sector including the significant challenges within the homelessness system, especially in the provision of suitable temporary accommodation in some local authorities.

National Panel highlights concerns about future rent affordability

In May, we published research from our National Panel of Tenants and Service Users, highlighting tenants' concerns about future rent affordability.

It shows that almost three quarters of members who took part in the annual survey are concerned about the future affordability of their rent. Nearly one third have experienced difficulties affording their rent in the last year. The level of concern about future affordability is similar to the previous survey.

Keeping tenants at the heart of our work

In April, we published our plans for how we will include tenants and service users in our work.

Our plan sets out the ways we will work with tenants and service users to ensure we understand their priorities and experiences. This includes through our National Panel of Tenants and Service Users, engaging with tenant representative bodies including Tenants Together Scotland, and working directly with our new group of Tenant Advisors to help inform our work.

Children's Rights Report and Corporate Parenting Plan now published

We've just published our new Children's Rights Report and Corporate Parenting Plan.

The report and plan set out how we meet our responsibilities around Children's Rights and as a Corporate Parent.

We've also published short, summary versions.

We would like to thank all the young people who took part in the workshops to help shape the plans and the organisation 'Who Cares? Scotland' for facilitating them.

Annual Assurance Statements visits to social landlords

In April, we announced our programme of Annual Assurance Statements Visits to social landlords.

Each year, social landlords must prepare and publish an Annual Assurance Statement which confirms whether it meets the regulatory requirements and Standards of Governance and Financial Management for Registered Social Landlords (RSLs).

This year, we'll visit nine social landlords to understand their approach to preparing their Statement and how they have assured themselves about compliance with regulatory requirements and Standards.

Revised Determination of Accounting requirements

We've just published a revised Determination of Accounting Requirements.

This follows consultation on a proposal to re-introduce the disclosure on remuneration of key senior managers, which was not included in the updated version of the Housing Statement of Recommended Practice (SORP).

The Housing SORP is a UK-wide framework which interprets accounting standards for use by social landlords.

The revised Determination is now available on our website.
